Pay & Compensation Policy
By virtue of the TREASURY ACT 2025, and the authority vested in me as Secretary of the Treasury, this Order authorises the Habbo White House Pay & Compensation policy with immediate effect:

1. Purpose

This policy establishes the official procedures for recording work hours, validating attendance, and providing remuneration to employees of the Habbo White House.


2. Working Days & Time Standard

2.1 Official Time Zone

  • Working hours are managed in Sydney, Australia time (AEST/AEDT).
  • All time references across platforms will reflect AEST/AEDT.

2.2 Daily Work Commencement

  • At the beginning of a workday, an official announcement will be posted on the White House Discord to confirm the commencement of that day’s payroll period.
  • Time references will also be displayed on;
    • the Habbo White House website, and;
    • the in-game Headquarters clock

3. Payment Stub System

3.1 Clocking In

  • Employees must clock in by posting a pay stub in the designated Discord channel.
    • A sample template is provided on Discord and must be followed.

3.2 Validation/Vouching

  • Vouching is completed when an eligible employee (vouchee) reacts to the pay stub.
  • The vouchee is to confirm completion of a full hour of active work.
  • Work time does not begin until the pay stub has been vouched.
  • Each hour worked requires a separate vouch.
  • Hours in a working day do not need to be consecutive.

3.3 Clocking Out

  • When finishing work for the day, employees must;
    • edit their original pay stub, and;
    • obtain a final vouch to confirm clock-out

3.4 Posting Restrictions

  • Employees must never post more than one pay stub per day.
  • All work hours must be recorded within the original post.

4. Vouching Eligibility & Responsibility

4.1 Vouching Eligibility

  • Employees holding a rank 9iC or above are authorised to vouch pay stubs.
    • Employees below the rank of 9iC are not authorised.

4.2 Voucher Liability

  • By vouching, the vouchee confirms the employee has genuinely worked a full hour.
    • Never vouch unless you are confident the employee has completed legitimate work.
  • Vouchee's share accountability if fraudulent claims are substantiated.

5. Salary Rates & Limits

5.1 Base Pay Rate

  • All employees are entitled to remuneration of five (5) credits per hour worked.

5.2 Daily Pay Caps

  • Daily pay caps apply to all employees
  • For employees 9iC and above;
    • a maximum of twenty (20) credits per day (equivalent to 4 hours of work)
  • For employees below 9iC;
    • a maximum of ten (10) credits per day (equivalent to 2 hours of work)

5.3 Definition of Work

  • An hour of work is defined as:
    • an active presence within Headquarters, and;
    • completion of assigned or approved tasks

6. Salary Collection

6.1 Payment Authority

  • All salary payments are disbursed by Praeceptor.

6.2 Collection Process

  • Payments are not automated and must be requested.
  • Employees must privately message Praeceptor on Discord to arrange a collection time.

7. Salary Penalties

7.1 Authority

  • Branch Leaders may issue penalties for failure to complete duties.

7.2 Penalty Conditions

  • Penalties are applied by striking an employees pay stub.
  • A maximum of one strike per day may be issued.

7.3 Penalty Value

  • Each strike results in a deduction of five (5) credits.

8. Bonus Payments

8.1 Recruitment Bonus

  • Employees will be remunerated five (5) credits per trainee or transfer recruited.
    • Recruitment bonuses are not subject to daily pay caps.

8.2 Bonus Verification

  • The recruit/transferee must vouch the recruiter’s pay stub to confirm eligibility of bonus payment.

9. Salary Sacrifice Program

9.1 Voluntary Participation

  • Employees may opt to forego salary payments in lieu of the salary sacrifice program.

9.2 Benefits Provided

  • Participants receive:
    • monthly Habbo Club Membership, and;
    • access to an exclusive recognition badge

10. Financial Contributors Program

10.1 Eligibility

  • Employees and non-employees that contribute a donation of 250 credits or more will qualify for badge access.

10.2 Arrangement Process

  • To arrange a donation, and to be considered eligible for the Financial Contributors Program, please contact:
    • Secretary of the Treasury, and/or;
    • President of the United States

11. Enforcement & Compliance

11.1 Policy Breaches

  • Breaches of the Pay & Compensation policy include, but are not limited to;
    • submitting false hours,
    • abuse of vouching,
    • submitting multiple pay stubs,
    • coordinated fraud, and;
    • ignoring payroll procedures.

11.2 Disciplinary Actions

  • Disciplinary actions may include;
    • salary forfeiture,
    • pay suspension,
    • rank demotion,
    • temporary suspension, and;
    • termination.
