II. Purpose of the Report
Pursuant to the reporting requirements governing the Ethics Board, this public report is issued following the Board’s decision regarding the certification of evidence submitted for review.
Pursuant to Part 7 of the Prosecution Act 2025, this Ethics Board (EB-06) was established to review the evidence submitted for certification and to determine, by majority vote, whether the evidence should be certified as legal evidence of wrongdoing on moral and ethical grounds.
The Prosecution of case DC-65 submitted the evidence to this Board for review, as the material did not comply with the proper evidentiary standards set out in the Prosecution Act 2025. The Board’s function was limited to determining the legitimacy of the evidence and not the merits of the underlying case.
III. Evidence in Question
The evidence placed before the Ethics Board consisted of screenshots submitted in connection with case DC-65. The material was submitted on the allegation that certain individuals were actively attempting to disparage the Attorney General in public, alongside non-White House personnel.

The evidence was drawn from three separate sources — the HQ group chat, private messages, and Discord. The screenshots were presented as full-screen captures displaying the system clock and date, so that the timing and chronology of events could be independently verified.
The evidence was submitted for the purpose of determining whether it should be certified as legitimate legal evidence for use in relation to the relevant proceedings, on moral and ethical grounds under Part 7 of the Prosecution Act 2025.

Based on the majority vote of the Ethics Board, the evidence was:

Those in favor of certifying the evidence found that the submitted material met the required standard for legitimacy.
The screenshots were full-screen captures displaying the system clock and date, allowing the timing and chronology of events to be independently verified. All parties involved were clearly identifiable, and the conversations were consistent throughout.
The evidence was gathered from three separate and independent sources — the HQ group chat, private messages, and Discord. When reviewed together, these sources corroborated one another and presented a coherent account of the events in question, without contradiction.

No indications were identified that the material had been edited, altered, manipulated, or otherwise compromised. On that basis, the members were satisfied that the evidence was legitimate.
B. Argument Opposed to Certification
No members of the Ethics Board voted against certification.
Two members abstained from the vote; as such, no formal opposing vote was recorded. The Board acknowledges that all evidence submitted for certification must still be reviewed carefully, with attention to reliability, relevance, context, and compliance with applicable evidentiary standards.
VII. Final Notes from Members of the Board
Member TreyFaux42 recorded his concurrence with the written vote submitted by Member Billykhn. No other separate final notes were submitted by members of the Ethics Board for inclusion in this public report.
VIII. Final Statement from the Attorney General
Having overseen the review conducted by the Ethics Board, I confirm that the voting has concluded, with five (5) votes in favor of certification and two (2) abstentions.
The Board was reminded that its function was not to decide the merits of the underlying case, but to review and determine whether the evidence presented was legitimate. On the basis of the majority decision reached, I am satisfied that the evidence meets the required standard and should be certified.
On my personal behalf, I wish to state that I fully respect the views and positions expressed by the members of the Ethics Board in this matter. I recognise that each member reviewed the evidence from their own perspective and formed their view in good faith.
