Service is calculated from a member’s most recent employment start date, with approved leave not interrupting their continuity. Prior service is also counted upon rehire, ensuring long‑term contributions are fully recognized. Wearing the ribbon is optional, but displaying a ribbon not earned is prohibited and treated as a Class‑C offense. Branch Leaders are responsible for tracking eligibility and issuing ribbons, while the Digital Services Administration will announce the system’s introduction. Overall, the bill creates a structured, automatic, and transparent way to honor long‑serving members across the White House.
Legislation (Secondary Responsibility) (Amendment) Act 2026

This amendment clarifies how legislation is handled when its original author is no longer employed by the Legislative Branch or the White House. Under the new provision, any bill in Stages 1, 2, or 3 without an active author becomes the responsibility of the President Pro Tempore. The Act also allows the President Pro Tempore to delegate this responsibility to another GS‑9+ member if needed. Importantly, this responsibility does not include the ability to graveyard the bill for subjective reasons, and any edits made must preserve the bill’s original intent. Overall, the amendment ensures that orphaned legislation continues to progress through the legislative process without being stalled or abandoned due to the author’s departure.
